The All India Council for Technical Education (Gender Sensitisation, Prevention, and Prohibition of Sexual Harassment of Women Employees and Students and Redressal of Grievances in Technical Institutions) Regulation, 2016, states in Regulation 3.2 (12) that: Concern for the safety of women students must not be cited to impose discriminatory rules for women in the hostels as compared to male students. Campus safety policies should not result in securitization, such as over monitoring or policing or curtailing the freedom of movement, especially for women employees and students.
The report further states the Consequences of non-compliance, in Regulation 12.
Four IIITs (Indian Institute of Information Technology), granted the status of Institutes of National Importance (INI) through the Indian Institutes of Information Technology Bill 2010, are affiliated by the All India Council for Technical Education (AICTE). Many of these IITs have discriminatory rules for the women students, like the imposition of a curfew time on their hostel movement.
In accordance with the aforementioned regulations, I kindly seek the following:
1) Does the imposition of a hostel curfew time on its women students only, falls under the category of discriminatory rules as per the regulation 3.2(12).
2) The number of such IIITs, that were inspected and found failing to comply with the regulation 3.2(12) between the years 2016 and 2017, and were penalized thereof.
