Dear Public Information Officer \nWith regard to the letter (F.NO.17-2/2014-TS.I)on Revision of rates of Ph.D. Scholarship dated 18.02.2015 (copy attached), under the Right to Information Act 2005, I need some information.\nSection 3.2 in the letter states All research fellows and M.E./M.Tech/MS/M.Design may be provided hostel accommodation wherever available and those residing in accommodation provided by the Institute will not be eligible for drawing HRA. Wherever provision of hostel accommodation is not possible, HRA may be allowed to JRF, SRF as per Central Govemment norms applicable in the city /location where they are working. The fellowship amount may be taken as basic for calculating the HRA.Keeping in mind the above statement the following clarifications need to be addressed\n1) Should the institutes provide hostel for research fellows\n2) If accommodation is not available should the institute pay HRA\n3) If hostel accommodation is provided the research fellow doesnt get HRA, so is the hostel accommodation to be provided free of cost\n4) Is there any guideline to what kind of hostel accommodation a research scholar is eligible to get\n5) Does this statement indicate that accommodation has to be given free of cost.\n\nBelow Items are for your kind information and consideration-\nAs per section 6(3) of the RTI Act 2005, In case, the requested information is held by another public authority,I request the PIO to transfer the application or part of it within FIVE days and immediately inform me about such transfer. As per section 7(3) of the RTI Act 2005, In case, there are further fee required to provide the requested information, I request the PIO to inform me of the additional fee amount along with the calculations made to arrive at the amount.As per section 7(8)(iii) and 7(3)(ii) of the RTI Act 2005, I request the PIO to inform me of the particulars of First Appellate Authority.
