Why the PMRF (PRIME MINISTER RESEARCH FELLOWSHIP) scheme is not open to those who have completed, or are doing, ordinary MTech courses from NITs and IITS. Many of the ordinary MTech students at IITs are better prepared for PhD courses than BTech graduates from any premier tech school. Why they are not allowed to get this scholarship.
