I, Govind Shah , was allotted a seat at BIRLA INSTITUTE OF TECHNOLOGY , MESRA by Joint Seat Allocation Authority (JoSAA) 2015 to pursue my degree of Bachelor of Engineering at the institute. Later, a sub-division of JoSAA, that is the Central Seat Allocation Board (CSAB) allotted me a new seat in Indian Institute of Information Technology, Srirangam to continue the course. Since both the counselings were open to all, any student could attend the counseling for allotment to a more preferable college/branch of his/her choice. The BIRLA INSTITUTE OF TECHNOLOGY, MESRA deducted an amount of INR 43600 (40% of the fee taken by the institute as first semester tuition fees) against the WITHDRAWAL of my admission at the institute. Since the Institute is a GOVERNMENT FUNDED TECHNICAL INSTITUTE, I would like to know under which norms did the Institute deduct such a large amount of compensation amount from the student. Also, the institute should make a statement about the utilization of the sum of the money deducted by the institute. I would also like to state here that the new institute allotted to me was allotted by the same counseling procedure i earlier used to take admission at BIT MESRA, therefore, since a seat is allotted in a subsequent round of counseling, deduction of fees by the institute is baseless. ATTACHED: The fee refund circular issued by BIT MESRA, stating clearly that 40% of the fee will be deducted, making the institute liable to pay only 60% of the complete fees.
