If not, which languages are supposed to be taught compulsorily in schools in areas where the agreement is in effect according to it. Which states are not following the agreement. 4. Which state authority is the one in-charge of implementing such a decision (to teach its students a language compulsorily). What is the method to communicate with such authority.
