Dear Public Information Officer \nWith regard to the letter (F.NO.17-2/2014-TS.I)on Revision of rates of Ph.D. Scholarship dated 18.02.2015, under the Right to Information Act 2005, I need some information.\nSection 3.2 in the letter states All research fellows and M.E./M.Tech/MS/M.Design may be provided hostel accommodation wherever available and those residing in accommodation provided by the Institute will not be eligible for drawing HRA. Wherever provision of hostel accommodation is not possible, HRA may be allowed to JRF, SRF as per Central Government norms applicable in the city /location where they are working. The fellowship amount may be taken as basic for calculating the HRA. Keeping in mind the above statement the following query was raised in an RTI filed by me DOHED/R/2016/51322 on 21/04/2016. \n-If hostel accommodation is provided the research fellow doesnt get HRA, so is the hostel accommodation to be provided free of cost\nThe reply to RTI is attached.\nIt is understood by the applicant that apart from providing information under the RTI act the official need not interpret the information. \nThere fore the following two queries are raised in this new RTI application.\n1) A letter written has an interpretation in the mind of the person who writes it or signs it or deals with the concerned matter. Therefore please let me know which official under the ministry would have an understanding of this letter.\n2) Which official can be approached for clarifications regarding the above subject. Since the letter was issued from MHRD some body should have an understanding of the content, please give the complete contact details of the official including name, designation email, postal address, office number etc. \nBelow Items are for your kind information and consideration-\nAs per section 6(3) of the RTI Act 2005, In case, the requested information is held by another public authority,I request the PIO to transfer the application or part of it within FIVE days and immediately inform me about such transfer. As per section 7(3) of the RTI Act 2005, In case, there are further fee required to provide the requested information, I request the PIO to inform me of the additional fee amount along with the calculations made to arrive at the amount.As per section 7(8)(iii) and 7(3)(ii) of the RTI Act 2005, I request the PIO to inform me of the particulars of First Appellate Authority.
