About Learner Centric Education
Learner-Centric Education provide students with opportunities for multidisciplinary and flexible in education- which gives them the ability to transition across courses according to their own talent and interest. Activities that will be aimed to be covered in this pillar are Multidisciplinary Education, Adoption of Academic Bank of Credits, Adoption of Multiple Entry and Exit, and Adoption of Guidelines on National Higher Education Qualifications Framework (NHEQF) and National Credit Framework (NCrF).
National Credit Framework (NCF) which subsumes National Higher Education Qualification Framework (NHEQF) and National Skill Qualification Framework (NSQF) was adopted to provide students the much-needed flexibility, allowing creative combination of subjects, providing multiple pathways, establishing equivalence and mobility to the students. For this purpose, Academic bank of Credits (ABC) through, Automated Permanent Academic Account Registry (APAAR ID) - a 12-digit unique code linked to individual student which will act as lifelong identity for students to track their educational journey and achievements from, pre-primary to higher education has so far been onboarded by 2,543 Universities / HEIs and more than 4.56 crore students have created APAAR IDs to avail its benefits. To ensure access to high quality education with equity and inclusion; entrance exam such as JEE, NEET, CUET are conducted in 12 Languages; 100 books for UG Students for Arts, Science and Humanities have been launched in 12 Indian Languages and around 1500 books are in the process of translation in 12 languages. To support the learner access to quality higher education through competitive examinations. Bharatiya Bhasha Pustak Pariyojana, proposed to provide digital form Indian language books for school and higher education to enhance subject comprehension. (Budget 2025-26). PM Vidyalakshmi scheme - outlay of Rs 3,600 Crore has been made during 2024-25 to 2030-31.Financial support to the meritorious students to increase the access to higher education. 2.2 million students of 860 qualifying institutions to get collateral free, guarantor free loans. The PM Vidyalaxmi Digital Rupee App, a dedicated CBDC application, has been developed for students to avail interest subvention benefits from the Government of India. Alongside, a new education loan and interest subvention portal (https://pmvidyalaxmi.co.in), developed in coordination with DFS, IBA, and member banks, particularly large public sector banks, has been live since 25th February 2025. The portal is integrated with 61 banks (including 12 Public Sector Banks, 17 Private Sector Banks, 29 Regional Rural Banks, and 3 Cooperative Banks). Under PMVL, a total of 4.23 lakh Education Loan applications were received and 1.42 lakh loans were disbursed amounting to ₹4300.26 Crore.
